James L. BrossProfessor of LawIn law school, James Bross clerked for Washington Neighborhood Legal Services and served as a case analyst/investigator for the Equal Employment Opportunity Commission. As a graduate fellow at the University of Pennsylvania, he divided his work between criminal defense at the Defender Association of Philadelphia and civil practice with Community Legal Services. As counsel to the Dunlap Community Citizens, he became involved in zoning and related land use problems of urban areas. He started his teaching career at Lewis & Clark Law School in Oregon where he worked for reform of landlord-tenant laws and zoning enabling acts. As director of the Neighborhood Law Institute, he offered legal support to attorneys working with community organizations nationally. While on the faculty of Chicago Kent College of Law, he chaired the Community Design Commission of Oak Park, Illinois; as partner in Land Use Systems Associates, he drafted housing and building codes for local governments in Illinois and Indiana. In 1982, he joined the founding faculty of Georgia State's law school. His research has focused on the nexus between land use and natural resources, particularly the interaction of water resources and development. He taught the first Water Rights Seminar in a Georgia law school and is the author of Georgia in the leading treatise, Waters and Water Rights, entering its third edition in 2005. In 2004, he was responsible for the Georgia Water Law and Policy Conference attended by citizens and policy makers from around the southeast. |
